Griggs today announced the City has advertised Request for Qualifications to provide Construction Management (CM) Services for the O'Hare Modernization Program (OMP) and the Chicago Department of Aviation’s ongoing capital improvement construction programs (CIP) at O’Hare and Midway International Airports. The OMP contract involves construction contract administration, construction coordination and security, quality assurance and control, construction progress documentation and reporting, maintaining record drawings and associated information, and construction closeout support. DOA’s CIP contract involves a number of services, including project controls, contract administration, design/engineering and related services, construction management, field supervision services, construction security, quality assurance and control, and safety. "The OMP is seeking firms or teams with demonstrated experience in overseeing major airport runway projects to provide professional construction management services for the OMP," said Rosemarie Andolino, executive director, O’Hare Modernization Program. "The selected firm or team will work closely with our Program Management Office, Lead Engineering Design and Task Order teams to move this project forward so that we can break ground immediately after receiving the Record of Decision from the FAA," added Andolino. Earlier this year, OMP staff traveled to Denver, Colorado to raise the awareness of the CM project to potential firms outside the Chicago area. The Chicago Department of Aviation maintains an ongoing CIP program at O’Hare and Midway International Airports. "The CIP and its component projects vary significantly from year to year, and generally include major projects intended to preserve and maintain the capacity and functionality of existing facilities and infrastructure at the airports," said Chicago Department of Aviation Commissioner John A. Roberson. Examples of projects range from the current Façade and Circulation Enhancement project at O’Hare to routine resurfacing of runways and taxiways, rehabilitations and upgrades of existing terminal and support facilities, improvements to circulation roads and public parking, utility projects, security enhancements and off-airport noise mitigation projects. Responses must be submitted by Monday, August 30, 2004. The City expects to announce its selection by early October. The City intends to enter into a professional services agreement with the selected OMP CM team for a term of five years. The annual dollar value of the agreement is anticipated to be as much as $10 million, but will vary depending upon the amount of construction work to be managed by the CM each year. The City also intends to enter into an agreement with the selected CIP CM team for a term of three year plus two one-year options. The annual dollar value of that agreement could be as much as $7 million for construction management services, but will vary depending upon the services required by the DOA and the amount of construction work to be managed by the CIP CM each year. The City of Chicago encourages Minority and Women Business Enterprises to participate at both the prime contractor and subcontractor levels on these important airport programs. The O’Hare Modernization Program is a $6.6 billion project (in 2001 dollars) that reconfigures O’Hare’s outdated intersecting runway configuration into a more modern parallel runway system. No state or local tax dollars will be used to fund the OMP. Instead, the project will be funded with airport-generated revenue- General Airport Revenue Bonds, Passenger Facility Charges and federal Airport Improvement Project funds. The O'Hare Modernization Program will create 195,000 jobs and generate an additional $18 billion for the region's economy each year. Modernizing O'Hare will improve the efficiency of the airfield, reducing weather related delays by 95 percent and overall delays by 79 percent. |
